Often the power plants associated with weapons facilities provide power not only for facility operations but also for the associated closed community. In addition, they are often designed in such a way as to be difficult to scale down in size. Thus, any efforts to transition the site and associated community to non-weapons activities must directly address issues of power generation and how to manage legacy power systems.
