Dr. Vladimir Orlov

Dr. Orlov is the founding director of the Moscow-based Center for Nonproliferation Policy Studies in Russia.  He is a leading expert on nonproliferation of weapons of mass destruction.  His areas of expertise include Russia’s foreign and security policy and decision-making process; Russia’s nonproliferation and arms control policies and practices; international nuclear nonproliferation regimes; assessment of cooperative threat reduction programs; and new threat assessment, in particular terrorism with the use of weapons of mass destruction (WMD).
